Manage apps.json (admins only)

This page lets admins add/edit/remove app tiles. Changes can be exported as apps.json or saved to an API if configured.

Admin access is gated by Entra group or app role (configure via env: ADMIN_GROUP_OID or ADMIN_APP_ROLE). If none configured, any signed‑in user may administer (server-enforced).
Changes are saved to the server database via /api/apps. No file-based apps.json or Azure Function is used.
